As part of our outreach efforts, I’d like to introduce myself as the US Secret Service National Threat Assessment Center (NTAC) point of contact for Texas (as well as OK, AR and LA) and can assist with answering questions, providing additional information, and coordinating any requests for support. There is no cost for any support offered by NTAC. Below is background on NTAC.
History and Mission
The National Threat Assessment Center (NTAC) is the research center in the U.S. Secret Service where we analyze past incidents of targeted violence (directed at public officials, public figures, federal government, K12 schools, universities, houses of worship, and workplaces), in order to work toward preventing future tragedies. NTAC is formally authorized by the Presidential Threat Protection Act of 2000 to perform behavioral research, training, consultation, information sharing, and standardization on the prevention of various forms of targeted violence. The attached fact sheet and below descriptions clarify our mission, recent publications, and no-cost resources that are available to community safety and prevention partners.
NTAC Research
The history of NTAC’s research is publicly available on our website www.secretservice.gov/ntac. This research is the foundation for our threat assessment model and provides the content of our training programs. A recent publication titled, “Aligning Behavioral Threat Assessment and Management with a Multi-Tiered System of Support” (attached) may be of interest to your members.
NTAC Training Mission
NTAC provides free training, by request, for law enforcement, justice, school personnel, mental health professionals, analysts, workplace violence programs, and other community safety partners on preventing targeted violence. NTAC training can be conducted virtually, in person, or hybrid, and includes relevant case studies, research findings, and the behavioral threat assessment model used by the Secret Service. The length of the presentation is flexible and can be adjusted from 1 hour to 4 hours. NTAC encourages a multi-disciplinary audience, when possible, so that personnel with various types of experience will hear the information at the same time, learn about the importance of sharing information, and understand their role in preventing targeted violence.
NTAC Consultation Mission
NTAC is also available to provide consultation services, by request, on the development of threat assessment programs and on non-imminent, complex threat cases.
• For consultations on threat assessment program development, requestors provide current documentation of policy/protocols for review, then we virtually meet (~4 weeks later) to discuss recommendations, comments, and feedback on the document(s). NTAC is available to consult with the requestor through several iterations of the material, until reaching a final version.
• For case consultation services on non-imminent complex threat cases, requestors are asked to share information about the current circumstances for an individual who has elicited concern in others. NTAC staff and the requestor’s representatives (those responsible for providing background information or implementing interventions), then virtually meet within a couple days to discuss the level of risk posed by the individual, options for gathering information to gain additional context, and suggestions for intervening to lower that risk.
